My 14 year old daughter, who has type 1 diabetes and is taking thyroxin, has one breast that is developing significantly faster than the other. Any connection?

It is not uncommon to see one side developing earlier than the other in girls without diabetes. It has nothing to do with either the diabetes or the thyroid treatment and usually is nothing to worry about.
