My child is a 4 year old female with a family history of type 2 diabetes. In the beginning stages of diabetes, is it possible that the insulin and/or sugar levels may fluctuate drastically with signs and symptoms being months apart?

Maybe. Early on, especially in type 2, the situation is one of glucose intolerance. Here the most likely problem, often not noted because we don’t look for it, is postprandial, after meals, elevations in blood sugar. The blood sugar rises after a big meal. That could be what you are seeing.
