There is no Federal law in the USA. Otherwise, the states have priority. Here in Florida, we specifically exclude people with diabetes from complying with “red box” laws we must otherwise follow in medical situations. We encourage safe disposal in opaque detergent bottles, etc. We strongly discourage bad behaviour, since we know it will invite the authorities to legislate in a punitive way. As for your jurisdiction, contact the health department or the environmental health authorities.

In the last few months this has become a major issue in the City and County of Denver. My understanding is that if garbage collectors see syringes or needles in household trash here they can refuse to collect in the future. I am not sure of the exact City ordnance or whether it might even be a union issuem but in this part of the world it varies by county. So far as your area is concerned, I would contact the local health or sanitation departments.
