My nephew has been diagnosed with hypoglycemia, and his parents were told there is a very high probability that he will develop type 1 diabetes as a result. Is that true?

No, it is not. Hypoglycaemia has many causes, and some of them may be associated with problems in the pancreas. If this requires surgical removal of part of the pancreas then later diabetes is more likely. However, most of the causes are unrelated to the pancreas and not associated with an increased risk for type 1 diabetes.
