No matter the average blood glucose, the most common neurological complication remains hypoglycemia and the effects on the brain, mostly short term.

After 8 years of diabetes, there is some risk of eye changes, and he should see the eye doctor. Kidney disease needs monitoring with urine for microalbumin. There may be some numbness or tingling of a foot and maybe some delay in emptying the stomach after a meal.
